I can't believe I left out busy time queries! I guess I was rushing.
Busy time queries can be useful in all three scenarios. Several other
types of queries are also useful: appt-query-calendar to see what
appointments are on a user's calendar and appt-query-off-calendar to
see which ones have been received but not yet accepted.

I would expect appt-announce to be used to communicate any changes to
a meeting, not just time and location. Why do we need a new verb?
