Right. Well one way to insure that they make them accessible
is to prohibit any other means of reference. However there is
the question of whether they ought to be. I.e., should I view
a *part* of a vCalendar or vCard using software that doesn't
understand the whole? Clearly in the case of documents a 
judgement has been made that reading the text without the
fonts and pictures is still deemed to be useful. At the same
time it may be the case with these data formats that there
is no real point to that type of approach. In the case of
vCard I think most people would agree that saving off the
hard data is more important than the logo or photo. On the
other hand, going to extra effort to make the photo or logo
viewable when the card data is not? I suppose there is some
point to isolating the photo or logo such that it can be
more readily *removed*; MIME would facilitate that, although
it might be unlikely to happen in practice.
