Another CIP Related Issue

Per a request from Steve Hanna, here is another issue that needs to be added to the CIP issues document. My original text to Steve and his reply follows.

I will add this to the issues document, although I would appreciate it
if you would send this request to the mailing list. That way, some
fruitful discussion may be sparked. In fact, I have a few minor
comments, but I'll wait until it goes to the broader list.
