4.3.10 "first calendar week" definition issue

Is the sentence - "The first calendar week of the year is the one
that includes the first 4 days of the year" true?  What if the
first 4 days of the year fall within 2 separate weeks?

Or does it mean "The first calendar week of the year is the first
week of the year that includes 4 days"
