Agreed, you do not *need* the Content-Disposition value but you sure need
the filename parameter that would be on it.  Otherwise you would have some
heck of a time preserving the integrity of the filename.  If there is > 1
ATTACHment then this is even more necessary.  Otherwise, an ATTENDEE could
not COUNTER with a new AGENDA.DOC...

There is also the case where a CUA cannot clearly decide what the
Content-Type should be.  For example, on the PC both Quake 2 and Deathmatch
Maker use .dm2.  Quake 2 uses it for demo's you can run.  DMM uses it for
its data format.  Just what should the CUA put for Content-Type when I want
to send you one of each??  A naive approach may be to map all .dm2 files to
application/octet-stream but you would have a hard time naming the file
properly when you went to detach and view it...

In any case, since Frank clarified the intent with:

and noted that some change text will appear in the next draft I think just
a bit more clarification would be great...
