I don't think so:

	ATTENDEE:...:delegated-to="mailto:User2@somehost":User1@somehost
	ATTENDEE:...:User2@somehost

'User1' can delegate to 'User2'. And 'User2' can be both a paramater
value in the first, and a property value in the second.
