Redundant is the wrong word. They are complementary. Certainly, we want both
a machine processable and a human readable description of the specifications
in the IETF. Hence, the use of a standard ABNF and also the prose.

Redundant implies you can remove one or the other. They are not redundant.
Yes, they are both normative. But the introduction is clear that in cases of
discrepancy, the ABNF rules. And our responsibility is to correct any such
errors so that they two align properly.
