He could just as well have written:

                RELATED-TO
    VEVENT      <------->           VEVENT
        |                               |
        |                               |
        v       PARTREL                 v
   SKiSource    <------->          SKiSource


Example: a concert (SKiSource) may be part of (PARTREL) a music festival 
(another SKiSource) even though the festival may not even be described 
by any calendar object (VEVENT) existing in the same calendaring system. 
The PARTREL property will be very meaningful anyway, especially if it
has 
a CN-parameter.
