Sounds tempting at first blush but it would prevent the use of BYSETPOS in models like the SKiCAL where they do have stuff that can repeat sub day (ie: A city tour that repeats 3 times a day during the week).

A scan of the archives will reveal a terse response from Frank to the original notice of the oversight saying it was a mistake.  He can also confirm this if he is still lurking around...
