Not so fast. There is definite
distinction between your "not able to access it" and "ignoring
the ATTACHment".
The former means the CUA tried to get
it but could not. The latter means that the CUA didnt even try.
In the former case I, as a CU, would
definitely want to know so I think SHOULD is in order for that situation.
For the case where the CUA does not try then Im flexible...
