CAP - next version

This weekend my plans are to take the WG advice and rearrange
the CAP draft. Mostly eliminating duplicate text and sections.

In this next pre-release version I do not want to make any
changes except typos and reorganizing CAP.

Then in a week or so when that is settled :-) move on
to any outstanding technical issues.
