I'm not clear as to what you are suggesting.

Are you saying that ODMR should accept domain names which are not 
valid in SMTP, or that it does make sense for ODMR to accept IP 
addresses instead of domain names, or just that the ODMR document 
should explain why the domain BNF is written the way it is?

I'd be happy to clarify the ODMR document.
