	Pardon me for being a stickler on this point but the structure and
operation that provides that hierarchy of key signature trust is very much
a key management mechanism.  Based on the history of trying to provide one,
starting with the Privacy Enhanced Mail (PEM) effort, the lesson is that
this hiearchy is very difficult to create, formally.  That's not a surprise
since it is really a global, formal, trust infrastructure and
infrastructures are USUALLY difficult to create.
