Rik,
The IETF doesn't have voting. Voting requires membership and the
IETF doesn't have membership. Voting requires precision. Can't have THAT!
The closes the IETF comes to voting is straw polls, to look for
strong consensus. Another problem with voting is deciding what percentage
wins.
How are you going to evaluate the tabulations?
I should also caution you against an assessment questionnaire that
is this complicated. The odds that folks will mis-complete the form are
very high.
