currently available tools for edi via the internet

BLM is preparing to start development and testing of edi over the internet
for oil and gas operators. Working with Minerals Management Service and
API/PIDX, we are defining a new transaction set (625) for this purpose.
Thus we will be starting with a set without ANSI approval. Can anyone suggest
tools that are available for developing and managing this system?
