CHAIR: Issuing F / Standardizing FX

Folks,

	After various conversations, including the public polling and
guidance from the area directors, here is what is proposed, concerning
TIFF-F, versus TIFF-FX:

1.  Expedite issuing a specification for TIFF-F, to be published as an
Informational RFC.  This is not standards track but it provides a citable
specification, e.g., for immediate use by the VPIM folks.  We can use it
too, if we want to.

2.  Develop the TIFF-FX document as a superset (enhancement) to the TIFF-F
document, pursuing it as a Proposed Standard.
