Yes, I understand the history of why the change
is there, and support the change. Again, I think
this is the kind of technical change which has
been allowed when moving from proposed to draft,
to add a normative reference to another document
that is moving to Draft Standard at the same time.
And it's fine that the wording in section 9 isn't
considered a "change" but really just a repeat
of the language that's now in 3250.

So the only question really is whether the
wording results in interoperable implementations,
where writers that MAY use image/tiff-fx with
profile S and F interoperate with readers that
(as allowed) only know about image/tiff.
