If you have any champagne, very good sake, or some other celebratory liquid to quaff, now is the time to break it out.
I believe that this announcement marks the last step for the email protocol specifications work we have been pursuing for so long, to support fax functionality. (I believe there are some additional tasks continuing, but they are in addition to the core email protocol work.)
This latest announcement concerns the specification that gave us the most IETF process difficulties. Since it defines content changes that may be made by intermediaries, it was entirely reasonable that the document's development be challenging (and challenged). And it is not surprising that some IETF folk are quite concerned about it. (My own view is that this is a particularly good function for developing experience with processing by intermediaries.)
