So the function will produce invalid output for invalid input on the  
RHS. That's not a problem.

We _can_ invent a function that will yield the same result as the
IDNA function for all valid domain names. It can then be used for the  
RHS, too. Our function does not have to produce exactly identical  
results for something that is not a domain name.
