It seems to me perfectly reasonable for a disconnected client to use
channel. A user may 'queue up' channel requests whilst in disconnected mode
and then play those back to the server when connecting. Obviously UIDs have
to be used to ensure proper synchronisation in that case.

Also, given that every other command that manages message data has a UID
equivalent (for the same reason) I think it only right that CHANNEL have it
too. I can't see any reason why this would be an extra burden on the
server, either.
