Isn't per-user or systemwide a server implementation issue, as long as it 
shows up in capabilities?

Do what?  Parse capabilities in LOGIN/AUTHENTICATE?

I agree that clients should do that, or at least issue a new CAPABILITY 
command after authenticating.
