No. SETACL id -<all rights> means id is denied all rights in some
specific manner.
DELETEACL id means that id is not mentioned specifically, but may
have rights due to being part of a group which is.
Mind you, SETACL id "" may, on some servers, have the same effect as
DELETEACL id *or* SETACL id -<all rights>, depending on how the ACL
entries result in a rights list.
