Yes, in theory. Practice is about implementation.

When I implemented most of it, I was very unhappy and brought up a 
number of problems. It would have been much better if I or someone else 
had brought up these issues earlier, before WGLC. But I didn't see the 
issues until I implemented. Sorry.

I hereby propose that we block ANNOTATE from going forward until someone 
steps up to say «I implemented the draft as it stands, and I'm happy 
with it» - or that we change the draft until someone will implement it 
and be happy.
