ENABLE review and a question

Hi,

various people have written to say things like "neat idea" or "I like 
this better than these enabling commands".

Now, a first real issue. Alexey wants to enable someting, and it's not 
an entire extension. What to do?

Option 1. Another IANA registry, and any partial extensions can add 
their extra keywords there.

Option 2. Another IANA registry, and ONLY that which is listed there can 
be enabled with ENABLE.

Option 3. Make Alexey live without this feature.

Ideas?
