It wouldn't hurt to make LANGUAGE require NAMESPACE.  The sole impact of 
this requirement is to allow an untagged NAMESPACE response from a 
LANGUAGE command.

In fact, doing so is less harmful than some of the other ideas that have 
been bandied about.

You will have to show what a suitable NAMESPACE response is from a server 
that does not otherwise offer namespaces.
