I strongly agree. Having IMAP-I18N reach through 4790 and specify how
collations behave would be bad.
Also it's not a big problem. The worst that can happen is that for e.g.
THREAD ORDEREDSUBJECT, a thread can be sorted in a possibly bad
position if its subject is encoded in a character set the server
doesn't support. That is a very mild consequence of an unlikely
occurence. IMO it's not enough to justify a layering violation.
