I was also getting concerned about this, but there is an easy workaroud:

1. If some i18n dirs are found at server startup, advertise the
extension.

2. When IMAP session is started and/or LANGUAGE is used and no i18n
files are found anymore, just disconnect the client and log an error.
Sysadmin will eventually restart the server which fixes the problem.

It's not like i18n files are constantly being added and removed..
