Albert,

As Ellen says, this was intentional. The document had to be re-published.
The
simplest thing to do was to rev the version number. It is supposed to be
the same document as the -03- version. I wanted people to be able to look
at *something* that was not located only in mailing list archives. Its not
fair to expect people to do this when they should be able to go to the
Internet Drafts repository to find a copy.

This was intentional because the current draft had expired and needed to
be re-issused so it can be updated from people's comments.
