This new title will add even more confusion with the PKIX working group.
Once you proposed:

"Data Validation and Certification Protocol Requirements".

The word "data" has been dropped in the new proposal.

"Requirements for Data Certification Services" could be appropriate,
but "Requirements for Certification Services" is not.
