That sounds fine, except that it won't work .

Better still, it will probably introduce a time-consuming
rathole.

It would appear the rathole exists anyway. You can either recognize it and deal with it, or wait to fall in it at the most inopportune time.

You are suggesting that the working group set some sort of
abstract policy on a topic about which the working group, as a
while, has little expertise (IPR) and in the absence of any
specific IPR-related details on which it would be basing such a
decision.

Lack of experience doesn't seem to be a gating factor for having other discussions in the IETF. :)

The sort of decision you are suggesting comes about when there is
specific proposed specification and a broad community review of
it.

If "it" is the license associated with IPR in a claim for a proposal, then you don't need to know the license ahead of time to know that you want it to be compatible with license XYZ (and that is why I said explicit list of software licenses).
