Dkim needs to state clearly what it IS intended for. If this does not include end-user use then dkim does not have an obligation to "prove" it. That would be trying to olepce the negative.

You will need to provide more information on how DKIM is not, and why.
The way DKIM is defined, I'm not sure you can effectively prevent
people using DKIM at a user level (and the draft even indications such
usage as possible). Therefore, to to state that DKIM is not intended
for user-level may be meaningless, and to ignore the implications of
user-level-based usage would be a mistake.
