I'm not sure I fully understand the rationale here.
The idea of restricting URI characters to fit some parsing scheme seems
rather ad-hoc to me. I can imagine confusion arising because the
registration refers to "URI tree" but doesn't allow a fully generalized URI
format.
My approach would probably be to allow full URL character set, and define a
delimiting scheme so that they can be accommodated within other syntactic
frameworks. But I don't wish to rake over old discussions and will go
along with restricted characters if that's generally felt to be OK.
