New issue: VALUE_CHARS

I notice that draft-ietf-conneg-feature-reg-00.txt  restricts the
chars in tag *values* to 

  uppercase letters, lowercase letters,
  digits, colon (":"), slash("/"), dot("."), and dash ("-")

I find this unacceptable: it will limits the ability to use some
legacy enumeration types as feature tag values without any good
reason.

I also note that value comparison is defined as case-insensitive.  I
can live with that though I would like to say that TCN defines it as
case sensitive.
