I believe there are three approaches here.
1. You can register this as a new EMAIL;TYPE parameter value; or
2. You can suggest that this gets added to any revision to the RFC 2426, as
most implementations support this already, even though the specification
doesn't permit this parameter value. This would be a change resulting from
interoperability testing.
3. Both #1 and #2.
You note seemed to be just #1.
RFC 2426 uses the registration process of RFC 2425 for registering new
properties, parameters, parameter values, etc. It is defined in section 11.
It would appear that you have completed sections 11.1 "Define the type",
11.2 "Post the type definition" and 11.3 "Allow a comment period".
We need to complete sections 11.4 "Submit the type for approval". However,
this requires us to have a "Profile Reviewer". That role is appointed by
the Area Directors. I am willing to ask them to designate such a person.

About a month ago I made a suggestion to add TYPE parameter values of
"WORK" and "HOME" for the EMAIL type to the vCard MIME text/directory
profile.
There has been little discussion. Can this proposal be forwarded for
implementation as a revision to the RFC or since the discussion has been
light is it a "dead" idea?
