My understanding from discussing uses of the PRA is that the PRA
doesn't need to be a functioning mailbox, and that its domain doesn't
even need to have an MX or A record.

So can't people just use a prefix anyway?  Sites concerned about
conflicts with other large TXT records can still use a prefix.  They
just need to add a header field like:

Resent-Sender: sender@xxxxxxxxxxxxxxxxx

Presumably most Sender-ID compliant MTAs will have facilities for
automatically adding such headers anyway.

Thus, I support not mandating any prefix.
