In most cases, all the scopes (or at least PRA and 2821 MAIL FROM) are
the same. So, the default scope will probably be fine for them.

"Unified SPF" (http://spf.pobox.com/unified/1-unified.txt) discusses
this issue. See 2.2.1 and 2.2.2.
