Since IETF standards must achieve market acceptance, this answer is more
relevant than it appears at first.  As far as I can tell:

(1) There is no such thing as THE internet standard.  There are usually
several to chose from.  Although those who wish to communicate tend to use
IP.  :-)

(2) Even when there are well established standards, people are free to
start a working group to make a new standard.  SPKI is an example.
