I beleave that as ROT-N has the property of being able to calculated in
side a persons head it should be retained for debugging.

As ROT-N is a MAY requiremnt, just an entery on a table I do not beleave
that it would reduce security.  If you are afread that it would be used in
production code perhaps we should inculde a warning in the RFC about
its use.
