PGP Reference Implementation

The S/MIME people have put together a quite good reference S/MIME
implementation (though it has the usual irritating Visual C dependancies).
Is there a similar one for PGP, available internationally ?

The S/MIME had no encryption code it, just hooks for it, with instructions on
how to use Crypto++ to fill it in.
