I support this.  

However the preference should not reference another document but
explicitly list the restriction.  There may be an explanatory note
indicating that this is identical to Suite-B.

Please recall that OpenPGP is not a national standard.  If more
provisions for an US standard go into OpenPGP other countries may want
to see their own rules in there too.  To avoid such attempts I believe
it is better to have a more neutral language.
