Denis,

We are both sensitive to the fact that Tim is a co-editor of the 
document and co-chair.  I believe that is why Tim made the comment 
you quoted in his message, i.e., noting that I will act to determine 
WG consensus for SCVP.

WG chairs consider many factors when trying to evaluate consensus. We 
do no want to merely count the number of messages sent by an 
individual, or their length. We do want to take into account comments 
from a diverse, knowledgeable set of WG participants. In my opinion 
message content is important. However, repetition of the same 
arguments by the same WG member does not violate the notion of rough 
consensus if nobody else supports those arguments. If the same 
arguments are made by multiple WG members, preferably not affiliated 
with the same organization, then there is reason to believe that we 
do not have consensus.
