That depends on which question you're asking.  Lots of people use
dataEncipherment, but I've never found anyone who uses dataEncipherment the
way it's meant to be used (whenever I see it used I try and find out from the
original user what they're doing with it.  It's never for the X.509 definition
of dataEncipherment).  So the answer is both yes and no.
