What do you mean here? Which clause of the ASN.1 standard states that 
"OCTET STRINGS are IMPLICIT tagged when the contain other syntaxes".
Also, what does "contain other syntaxes" mean? Do you mean "contain the 
encoding of an ASN.1 value"?
