there is an error in section 2.1.1.2.3.

  seed  BIT STRING OPTIONAL
       -- Shall be present if used in SpecifiedCurve
       -- with version of ecdpVer2 or ecdpVer3

contradicts the follwoing statement (same section)

  seed is an optional parameter that is used to derive the
  coefficients of a randomly generated elliptic curve.  seed MUST be
  present if SpecifiedECDomain is either ecdpVer2 or ecdpVer3.

In addition, the type SpecifiedECDomain is not used throughout the
draft.
