As I said before, XKMS is being worked on elsewhere, so feel free
to subscribe to that list if you want get a definitive answer (or
wait for the W3C process to run its course, if you're patient).

Meanwhile, my take is that XKMS as a protocol doesn't differentiate,
but that some server implementations might differentiate. A server
that does differentiate has no standard in-band way to signal this
to the client.
