I think that is a desirable to have an agenda available
early enough before a meeting for everybody who participates
in the working group, and not only if you intend to come to
the meeting. This may allow people to contact meeting  participants 
to make comments on behalf of them or to make a contribution on the 
mailing list or to choose to come, to justify the travel, etc. 

Agenda points requests can also get lost, and this is not exactly
nice if you discover this almost during a meeting.
