At least, in X509 this is not (no longer) a difference between an exension being critical or not, i.e, saying that you have to treat it differently depending on whether the criticallity bit is set or not as soon as you know to treat it at all. Since extensions are borrowed from X509 I am not sure that it is a good idea to define different semantics depending on the criticality bit.
