This is an instance where this protocol should be a part of the IRTF since
it will likely not be used in production.
Hmmm, not sure where to start here. The IRTF works on items that are
intended to be used in production. The IETF sometimes works on items
that never end up in production. There already was evidence that
others intend to put this in production, making the prediction much
less likely to be true.
