Couple more things:

1.	Section 3.1.1 Page 17

	Regards the sender field it says, if nothing about the
	sender is known to the sending entity, then the "sender"
	field must contain a "NULL" value.

	Why not make the sender field optional too?  A encoded
	SEQUENCE OF relative distinguished name with length 0
	does not buy you anything.

2.	Use of UTCTime

	The draft is making liberal use of it :).  If we cannot
	change it to GeneralizedTime, then we should change it
	to CertificateValidityDate (CHOICE UTCTime, GeneralizedTime)
	(maybe call it ValidityDate instead).
