I am the editor, not the Rapporteur, but am certain that John
Larmouth, the Rapporteur, entirely agrees with me on this issue.

I am for the use of ASN.1:1998 which has been approved of ISO and is
being voted on this week by ITU-T with almost certainty that it will pass
since there has not been even a single objection to ASN.1:1998 which is
basically a merge of ASN.1:1994 with the corrigenda and amendments issued
since 1994, plus addition of UTF8String.
